No. If you wish to adopt a child through the child welfare system but do not feel able to cope with the uncertain nature of foster / adopt, or you live outside of the area, you should contact the Statewide Adoption Network at 800-585-SWAN for information about local adoption agencies in your area. If you live outside of Pennsylvania, please contact your local county children services agency or the National Adoption Center by calling 800-TO-ADOPT.
